History Connection. This story takes place in Essex, a county in southeastern England. It is set between the late 1930s and 1940, at the beginning of World War II (19391945). After the Belgian army surrendered to the Germans in 1940, the Allied American, British, and French troops retreated to Dunkirk, a town on the northernmost coast of France, just across the Strait of Dover from England. With German troops advancing, a massive evacuation of Allied forces was necessary. Volunteers in many kinds of vessels, including minesweepers, fishing vessels, yachts, and rowboats, carried soldiers from France to England.
