Hernando Téllez (1908–1966) was born in Bogotá, Colombia. Téllez served in the Colombian Parliament. Later, in Paris, he served as Colombia's ambassador to the United Nations Educational, Scientific, and Cultural Organization (UNESCO). A career politician with a great interest in writing, Téllez published many articles about political topics in newspapers and magazines. His short story collection Ashes for the Wind and Other Stories includes "Lather and Nothing Else."
